How to make this sound

Please could anyone offer any suggestions as to how to make the following sound or know what plugin is needed?

Its the mid/high range sound sitting between the bass and vocals which sweeps left to right and i cant really describe. Its obvious anyway. I assume it has some sort of reverb or exciter running?

Been thinking about what sort of sound it is and i think its a bamboo drum or something like that…

Any info on plugins would be really appreciated…
