Yes, ANA 2 Factory Presets are included in the SD version, Slate also added some extra artists presets + a custom Skin.

What’s not available from Slate are the payed extensions presets packs for ANA 2, you can extend your arsenal with those packs available only from Sonic Academy here :

No you can’t buy those presets separately, they come bundled with the SD installer for ANA 2.
