yeah just a standard vocoder with a lot of work don on the chord arrangements.
Sounds like the main vocal has been pitch tracked and the chords for the vocoder are built around that.
there are also sections with other live non vocoded harmonies.

Hey Phil, I do believe that its a vocoder, but there has been times when someone said its AutoTune and to my ears it sounds like a vocoder. Similar to when Cher released “Believe”. That is AutoTune all the way, but when it was released, they said it was a vocoder. Came to be that it was really Autotune anyway, but is there any real way to tell other then by ear?

Actually I was just taking a long course in a nearby studio and they had a little rack gadget called an eventide harmonizer. Turns out, this is exactly what she used to get that sound.
